How can we ensure that our honorable fellow citizens who enlist in the National Guard with the intent of safeguarding us are themselves protected from whimsical overseas deployments?

    Deploying Guard Units Overseas Makes Us Less Safe

    Deploying our National Guard units abroad can leave North Carolina vulnerable and less equipped to handle emergencies here at home. In effect, this defeats the primary purpose for which the National Guard exists in the first place.

    Routine Overseas Deployments Violate The Spirit Of The Agreement And Cause Material Harm

    Consistent with the name “National Guard”—not to mention, the way things generally worked for the Guard and its antecedents dating back over 300 years to Colonial times—most people who join do so with the expectation that they will be called upon in emergencies to come to the aid of their fellow North Carolinians or other Americans. Deployments overseas are not only inherently more dangerous but frequently have little or nothing to do with guarding US civilians. Unlike active-duty military personnel, National Guard members often have civilian jobs and deep ties to their local communities. Frequent and extended deployments can disrupt their lives, careers, and families, leading to significant personal and financial hardships.

    Allowing Our National Guard Troops To Be Deployed Overseas Enables Ill-considered Policy

    According to Article I, Section 8 of the US Constitution, only Congress has the authority to declare war. Over the years, however, this critical limitation on the deployment of force overseas has been increasingly bypassed through authorizations for the use of military force and other executive actions at the national level. This has resulted in a series of morally ambiguous undeclared wars over the past several decades that have cost us dearly in blood and treasure without seeming to make us any safer.Insofar as our contributing North Carolina National Guard troops to these dubious endeavors enables them, we bear a measure of responsibility. While we cannot single-handedly prevent the Federal government from making injudicious decisions, we can—and should—make it harder for them to effect those decisions. And if enough other states follow suit, collectively we will be encouraging greater scrutiny and accountability in the decision-making process, potentially leading to fewer and more prudent and strategically sound military interventions.

    Real, Practical, Effective Solution To Defend The Guard

    Restrict the deployment of North Carolina National Guard units overseas unless Congress has declared war.
